Documents Required for LMPC Certificate for Import

• Trade License, Manufacturing License, or Factory License from MCD, NDMC, DDA, etc.
• If you do not have an MCD license, you must submit an affidavit confirming that your business location is in an approved area and will not face sealing or relocation.
• Residential address proof of the Proprietor, Partners, or Directors (such as Aadhaar Card, Voter ID, or Passport).
• GST or Sales Tax registration proof.
• Samples of labels, stickers, or packaging material used on the products.
• MoA (Memorandum of Association) of the company.
• Partnership Deed (if the business is a partnership firm).
• Import Export Code (IEC) certificate.
• Passport-size photographs of all Directors, Partners, or the Proprietor (combined in one JPG file).

How to Apply Online for an LMPC Certificate for Import?

The process to apply for an LMPC certificate may be slightly different in each state, but the basic steps are the same:

• First, fill out the required application form. For example, LM-1 for manufacturer license, LR-1 for repairer license, and LD-1 for dealer license. Attach all the required documents with the form.

Which Goods Do Not Need LMPC Certificate for Import?

Some types of goods do not require an LMPC certificate for import. The main exemptions are:

• Packages with a net weight of 10 grams or 10 millilitres or less.
• Agricultural products in packages more than 50 kg.
• Cooked food packed by restaurants or hotels.
• Chemical products covered under the Drugs (Price Control) Order, 1995.
• Packages that weigh more than 25 kg or 25 litres do not need LMPC registration. However, this does not apply to cement and fertilisers, which are usually sold in 50 kg packs.
• Goods meant for industrial or institutional consumers (not for direct retail sale).

Fines and Penalties for LMPC Non-Compliance

If a business does not follow LMPC rules, the following penalties may apply:

• If the LMPC import license is applied after 90 days, a late fee of ₹5,000 may be charged (for Delhi).
• If manufacturers, importers, packers, or dealers do not follow rules for weights and measurements, they may face a fine up to ₹10,000 or 1 year imprisonment.
• If there is a violation of Section 11 of the Legal Metrology Act, the business may get a fine of ₹10,000 or 1 year imprisonment.
• According to the Legal Metrology Act, 2009, LMPC registration is required before import.
• If the manufacturer or importer does not submit the annual return, a fine of ₹5,000 or 1 year imprisonment may be imposed.
• If the product label shows incorrect or unverified weight, the importer may face a penalty.
