Procedure & rules for getting EPR credits for E-waste recyclers in Goa

• To meet their obligations under extended producer responsibility, all producers must adhere to Schedule III and Schedule IV. They may also engage third-party entities, such as producer responsibility organizations, collection centres, and dealers, to assist in this process. The ultimate responsibility for extended producer obligations rests with the producers themselves.
• The determination of a product's extended producer responsibility will rely on the information provided by the producers via the portal, along with the product lifespan defined by the Central Pollution Control Board. Furthermore, the targets specified in Schedule III and Schedule IV must be considered.
• Producers are required to fulfil their extended producer responsibility by purchasing an extended producer responsibility certificate from registered recyclers through an online platform and submitting it electronically by filing a quarterly return.
• The information submitted by both the producer and the registered recycler will be verified on the portal. In instances of discrepancies, the lower reported figure will be used to assess the producer's compliance with their extended producer responsibility obligations.
• The certificates will be subject to environmental audits conducted by the Central Pollution Control Board or other agencies authorized by the Central Pollution Control Board for this purpose.

Eligibility for EPR Certificate Generation in Goa

Authorized Recycler: The production of EPR certificates is possible only by recyclers and dismantlers authorized by either the State Pollution Control Board (SPCB) or Pollution Control Committee (PCC).

Compliance with Rules: It is imperative for the recycler to follow all aspects of the E-Waste (Management) Rules, 2016, when they proceed with recycling, processing, and recovering e-waste in a manner that’s good for the environment.

Adequate Infrastructure: In order to properly do its job, the infrastructure of the recycler must be equipped to manage the various stages of e-waste disassembly, recovery, and recycling that meet standards for safety and the environment.

How EPR credits works?

EPR credits are generated when an authorized recycler collects and recycles e-waste on behalf of a producer beyond the producer’s immediate collection obligations. The recycler can issue these credits in the form of EPR certificates.

Voluntary Collection by Recyclers: Recyclers may collect e-waste not directly tied to a specific producer but still generate EPR credits that can be sold to producers to help them meet their collection targets.

Use of EPR Credits by Producers

Meeting Collection Targets: Producers can use EPR credits to meet part or all of their EPR targets. The credits allow producers to comply with their e-waste management obligations without necessarily collecting all the required e-waste themselves.

Storage regulations as per E-Waste (Management) Rules, 2022

Under regulation, each manufacturer, producer, refurbisher, and recycler is permitted to keep electronic waste for a maximum of 180 days. A record of the sale, transfer, and storage of electronic waste must be kept by them and should be available for inspection. The storage of electronic waste needs to follow the regulations currently existing.

With the caveat that the Central Pollution Control Board may prolong the duration by up to 365 days if special storage of the e-waste is required while a process for its recycling or reuse is developed.
